Most of the frameworks fit somewhere on the spectrum between plan and change driven. Plan driven approaches focus on minimising uncertainty upfront. Change driven approaches focus on rapid delivery of business value in short iterations.
Plan Driven
Plan driven approaches focus on minimising uncertainty and ensuring that the solution or business change is fully defined before delivery begins. These frameworks will often optimise for control and the minimisation of risk.
Frameworks on this side of the spectrum are best for situation where the cost of a bad implementation or an inaccurate solution is incredibly high or difficult to change. This type of framework may also be helpful in cases where interfacing with stakeholder is difficult or not sustainable over a long time.
The Most commonly referenced framework on this side of the spectrum is Waterfall.
Change Driven
Change driven approaches focus on rapid delivery of business value in short iterations. This high output comes at the expense of uncertainty and the potential need to change mid implementation.
Frameworks on this side of the spectrum are valuable when the requirements of the solution cannot be fully understood or require an element of exploration. This style of implementation will also naturally form in project with have no specified end date of require consistent development.
