Requirements that are candidates for long-term use by the organization are identified, clearly named, defined, and stored in a manner that makes them easily retrievable by other stakeholders.

If requriemnts are maintained effectivly they may be able to be reused. Requirements with a high level of abstraction are easier to reuse. If requirements are intended for reuse specifics like organisation information should be minimised.
